A pathetic commentary on the Baltimore Police Department. Standing by and doing nothing is unacceptable. BPD should have called a city wide tactical alert and brought in every available police officer to stop the mayhem, destruction and danger of battery or worse on innocent bystanders. There is no excuse to this failure of law enforcement.
