The rain was relentless and threatened to make Halloween a washout. Luckily in the Houston area, the rain slacked off in the afternoon and the kids got in several hours of quality trick-or-treating time. In other parts of Texas, things were much worse.
In Austin a man found himself in trouble when his car was caught in flood waters. Shortly after he had to abandon his car and climb a tree, he called local TV station KVUE to share his weather observations. It took awhile for the anchors to realize the man was still in danger and in need of rescue.
